Here is the answer to this question per Emily Armstrong from the Anderson TWP Parks:

Hi, Rod.

Thanks for your interest in the Anderson Township Park District.

This might be a little more than you wanted…

The facility was built in the late 1950’s by the Corp of Engineers with the purpose of testing the locks for the Ohio River.
The Lock Testing Building (big, concrete, rectangle, no roof) is where they ran tests with water; the Park District busted doorways in it for the Haunted Hike.
In the 1960’s the various buildings were used as a sanitation plant, which ran for a couple of years.
The Round Building was the pump house for the Lock Testing Building.
The Anderson Township Fire Department uses the larger facility at the back of the property for training.
Anderson Township Government actually owns the property on which the Dog Field resides, and allows the ATPD to manage it for the community.
The site where the Dog Field is now, was used for the ATPD Haunted Hike until 2004. At that time, it was a thick, overgrow woods, through which we cut a trail each year. The ATPD stopped doing the Haunted Hike because the event was very labor intensive, financially risky, and because year-round programming at the Beech Acres Park RecPlex became the priority.

I'm a little late in getting to you blog and don't know if you're still looking for a home in Anderson Township - or if you're building one already - but I like #1. It's no longer on the market (I live in the neighborhood) but my house will be on the market soon!

Great point here - when will government officials realize that there are more modern & cost effective ways to communicate with citizens? If you own a home in Anderson Township, you have access to email.

All three are very nice! The lot is really beautiful and to create your own home would be a lot of fun! With the kids, it would be difficult to share the bath on the 2nd home so I would rule it out. I would build my own home from scratch and get everything you want!

well....this is a poser. Based on the neighbor, I'd rule out the property....I loved the deck that looked out over the river...so for view, I'd definitely pick the fixer-upper. But, on the other hand, I like all the wood trim in the house Suz likes....and everyone knows the wife buys the house, right???? As for building....we're under budget but I don't know for how long. These days there are some building deals to have, that's for sure! Good luck!

And another thing...

I've watched a lot of the Anderson trustees and other township government on Anderson Community Television. They do a lot of good work in building a great business environment to attract new money, in putting up the cash for public safety and in making Anderson a better place to live with investments in recreation and special events. In good times, that good work would be rewarded with perks and prestige, like the lavish government center. In this historic recession, I don't think our neighbors are going to have much patience for any kind of excess.

They can address this issue with more openness or transparency, or they can clam up and dig in their heels. I hope they make the right choice!

Thanks for the mention, Chip! I've noticed that the Forest Hills School District does post minutes of meetings, but not until weeks after the actual event. I wholeheartedly support an effort to make open records immediately accesssible by posting them promptly by the township, the schools and any public entity. I've noticed that the township is publicizing its web site as a place to find the latest information. That message is currently on the sign outside the government center. What a way to get more residents involved, by making the site even more useful and up to date!
